A Kotzebue man being sought on an alleged rape and assault charge who had eluded state troopers for a week surrendered Friday night. Jason Black turned himself in to troopers in the village of Norvik. The manhunt first began on December 7th. About a dozen troopers and federal ATF agents joined in the search throughout the week. Troopers obtained two warrants for Black’s arrest – one charging him with the Kiana sexual assault and the other charging him with an assault in Noorvik.
