The only reality-based way to deal sustainably with the issue of what do with any kind of pollution including cruise ship sewage is to include the cost of treating the pollution in hte price of the product. This means an end to the current policy of subsidizing destruction of the public commons. If someone is willing to pay to have their 8 gallons of sewage treated (not dumped in the ocean) then there is no problem.
